Sehinga teknologi dapat dipahami sebagai “upaya” untuk mendapatkan suatu “produk” yang dilakukan oleh manusia dengan memanfaatkan peralatan (tools), proses dan sumberdaya (resources) . Pengertian yang lain , telah diberikan oleh Arnold Pacey ” The application as scientific and other knowledge to practical task by ordered systems. that involve people and organizations, living things and machines” . Dari definisi ini jelas, bahwa teknologi tetap terkait pada pihak-pihak yang terlibat dalam perencanaannya,karena itulah teknologi tidak bebas organisasi, tidak bebas budaya dan sosial, ekonomi dan politik. Definisi teknologi yang lain diberikan oleh Rias Van Wyk “Technology is a “set of means” created by people to facilitate human endeavor” . Definisi lain oleh Technology Plan 2004-2005 “Technology can be any tool, device, program, or system that when applied to the educational environment will increase productivity, creativity, and/or achievement of students, faculty, and staff and will prepare them for new roles in learning, living, and working”. Teknologi bisa mencakup, tetapi tidak terbatas.
